In GTA San Andreas you can buy cars at the San Fierro dock but you can only buy them after doing the vehicle export secondary mission And in GTA 3 you can also spawn vehicles in the garages in the port of Portland and in the Costa de Vale garage next to the bridge that takes you to the residential area

In GTA V you CAN buy some food (in SinglePlayer mode), for real, buy only if your health damaged and only in 24/7 and Liquor stores (you can rob for 100% progress), apart from vending machines.
And also payphones works in GTA 3, VC, SA, and V
/Online ONLY if there are scripted missions for them.
