- In Pasaje 18 of Lima's Polvos Azules shopping mall, you'll find racks of DVD burners humming away while flourescent lights cast their glare across the glitter of thousands of bootleg movies in their telltale cellophane wrappers. If you want it to be, it's a scene right out of cyberpunk. But for many Peruvians, whose access to things like Netflix is hampered by some of the slowest internet speeds on the globe, bootleg DVDs remain a primary source for accessing current movie releases.
Motherboard's Mariano Carranza recently paid a visit to Lima to check out how DVD bootleggers operate, and they said Johnny Law has cooled on the piracy crackdown in recent years. It hasn't always been that way; in 2006, the International Intellectual Property Alliance (IIPA) estimated that some 98 percent of music distributed in Peru between 2004-2005 was pirated. As a shop owner named El Chino told us, "I had problems with the law about 11 years ago. They'd stop by and confiscate my films. But they don't do that anymore, mainly because this has grown too much."
Peru's high piracy rates show that there's a market for music and movies with huge potential for monetization. As the EFF has argued, restrictive copyright powers aren't the answer, as eliminating piracy completely is impossible. But if stemming rampant privacy is the goal, continually improving delivery of copyrighted content to consumers is key. "I'm your your dealer. I deliver your pirated films," bootlegger Santos Demonios said. "Your visual drug."

Growing up in a third world country, this brought back so many memories. We would go down to the local stores and buy bootlegs of games, movies, music, whatever, all for less than 2 USD each. Pirated copies were the only option, there was no distribution of legal copies at all.
imo there is absolutely nothing wrong with this practice at all, for a country like this I wouldn't even call this piracy. I find it fascinating how when there is restricted access to a thing (such as films in this example) the level of appreciation/taste is higher, its like the search or work towards finding something creates a higher understanding as opposed to no exploration and being told by the media what to like and watch, going out on your own and searching for what you're interested in creates a deeper connection if that makes sense

I used to buy pirate movies in polvos azules when i was in college, back in 2005. Classic and independent cinema was nearly impossible to find legally, and if possible... too much of a trouble. So you had this solution, wich is handy and quick. I don't think piracy was a bad thing for me, i got to know many directors that i still follow today (bertolucci, lars von trier, da sica, truffaut, bergman, big etc) and i feel grateful to have had an alternative to enjoy world's culture, timeless movies and some blockbusters to watch with the family, living on a budget (college life with no job at that time). Thanks to that kind of distribution i met a lot of people who also enjoyed culture, and made a cultural club that now is an official magazine. I'm not trying to vindicate piracy, just showing that having access to art, in all forms, make your life richer. And that's a good thing about piracy, can't argue with that.
I'm from Peru, I've been in that mall several times. Peru is a very unfair country. We have so much invisible boundaries consisting of skin color, economic position, power, etc. A few years ago, you could only find rich people, or pour people, no mid-class. But in the last years a very big and powerfull mid-class has emerged, due to hard work and their huge creativity. Of course, also driven by their primary needs.
I can tell, they are geniuses. They can fix, copy, invent or clone ANYTHING. When I brake my Iphone or anything else, I got no worries, I know some of this guys will fix it easily and for a really low cost. Regrettably, in many cases they use these skills for corrupt purposes, as clone credit cards, documents, scams, mafias, etc.
The main reason: our corrupt politicians. 99.99% of peruvian politicians are corrupt. Involved in drug trafficking, lobbies, payolas, and all that kind of stuff. So, what I'm trying to say is they resort to these businesses due to the small -almost none- support of our government. All the money for the country goes to the pockets of politicians and powerfull people.
These people have sick relatives, dreams to fulfill, and much more, but unfortunately they were born on the streets, or in pour families. Is it wrong to promote an illegal business even for a good cause? I'm nobody to declare that, I'm not in their shoes, I don't have a son diyng for a lack of medicines that anybody could buy in a pharmacy.
I hope my country becomes strong and righteous some day. We need an authentic leader, to clean the country of so many rats that buys houses in Europe and 100K cars, when so many people dies every day. Until that day, please remain understandable with these emerging people.

Terra Terridian We could pay an entertainment tax so that actors get paid a graded government salary and must give out all digital media for free. So no longer will celebrities make more than firemen or policemen. How many people do you know that absolutely don't watch TV, movies, or listen to music? Everyone would be willing to pay this tax to have free media.
The majority indulges in entertainment so if we paid an entertainment tax and in exchange all digital forms of media was free, it would only attract REAL artists who are not in it for the money. The quality of media would increase and people would still pay money to see movies in a theater for the "theater experience" they can't get at home. People would still pay to see live musical concerts they can't get at home. The artists can still make good money and we make digital media free.
Someone can still buy the DVD or BluRay but this stuff should be downloadable on the internet with no penalty.
Nearly everyone disagrees with war and yet our tax dollars still go to support it either way.

I'm a Peruvian student filmmaker and it's amazing how used we are to piracy. Yes, I do buy legal copies of many movies (mainly through Amazon, 'cause it's cheaper) and I also have a Netflix account, but I too go to Polvos Azules and buy bootlegs, and I've been doing it since I was like 10. It's the only way I can watch certain movies (mainly indies and oldies) and the only way I can watch all the movies I'm interested in. If I bought all the films I like/wanna watch legally, I'd be broke. They're ridiculously expensive in here =/

lived in peru in 2006, went there and bought loads of movies. the place is amazing, not far from there they are all about computer software. and all within 500 meters of the palace of justice.
I never really thought this was something to be reported. This is a huge/common thing in most non-first-world countries. Hell, it was even popular in New York years back.
Hell, it's even hard to find a single person who hasn't pirated or purchased bootleg films or music in the US.
they're trying to show more than people having one pirate dvd in their house... you can find film directors from around the world going to pasaje 18 to get dvds that they can't find in other places. it's not hollywood on dvd, it's Truffaut, Bergman... classic movies can be bought for 2 bucks! only in peru...

that´s true! Santos got me Truffaut´s "Une histoire d'eau" (ft. Godard) a movie that I´ve been looking for a long time... I realize that´s the only place were we can buy pleasure for the eyes: indie or new wave.... Rohmer, Buñuel, Chabrol, Bresson, Renoir, Bergman, Rossellini....

As a peruvian myself I can tell you that buying bootlegs movies is way easier than buying the original ones since the lack of original DVDs, you can't find something you like and also they are very expensive so buying bootlegs movies is very convinient for us :/
There's piracy on books as well. I got hundreds of them even in English. I can afford an original book but the pirate ones are 4 or 5 times cheaper #YOLO

I have always been amazed at the wealth of titles available in much of Asia as bootlegs. Even in countries like Burma (okay, "Myanmar") and Laos there were American and European independent films and classics, including French "nouvelle vague" or Italian cinema. Hell, Fellini and Bergman! More and better selection than in any Blockbuster.
I was just in Lima for awhile.. I think it's awesome that they pirate movies.. I remember them having movies I haven't even heard of yet because they were so new. It's one thing to steal a painting it's another to take a picture of that painting and hang it up in your house..

I have a lot of original files of songs.. but if someone else has that song also that's not stealing no matter how they got it unless it's for commercial use.. art should be free for everyone especially because it's digital... if you find money on the ground and you pick it up it's not stealing is it?

because i don't want some company i don't agree with using my music to make money and if i do like that company then because they are making money off my art and it wont violate anyone's rights for me to get my money from them.. how are you going to stop piracy unless you censor the entire internet which by the way couldn't ever happen for people who know how to get around it.. so what are you going to do then search peoples computers and phones and then put them in jail if they can't prove they bought the song? who carries that kind of information with them?

what about when they sold records it was just a copy too.. but at least you got something for it.. i still buy vinyl and rip it to my computer for when i listen to music in my car which is legal..but i buy vinyl because it's still the best way to still get quality music.. vinyl still sounds better than wav files
the problem is that you can't enforce copywrite laws unless you totally take peoples rights away and if it's a choice between some select group of people making money or everyone having their rights not violated i'm going to side with the not violating rights especially when places like Peru where they couldn't afford it if they did have to pay for it.. do you really think people are going to stop making music if they can't sell it?
Piracy literally saves lives; in ghettos across the planet, pirated data keeps bored poor kids out of trouble, by keeping them entertained. Growing up in a shit hole neighborhood I personally witnessed the emergence of piracy keep us out of the streets causing trouble, since we were all indoors playing pirated games, and watching pirate movies. It saves lives; I'm not kidding.
Such a good video, that's a common problem in latin america, internet services and lack of good places to find dvd's and blu-rays make people go and buy pirate stuff... (Also the TV's, Blu-ray players and also computers are more expensive compared to USA, or other places)... Atte: a fellow Mexican.

Support a five-year copyright without extension. Then, a lot of this "piracy" becomes exactly what it already is: an opportunity for all people regardless of class, and a method of preserving culture. All copyright law is today is a series of tollbooths and the attempt to reduce participation in culture to that of a passive consumer instead of an active participant.
Most of the "value" of a title to publishers comes within the first five years, anyway. After that, it quickly becomes a case of re-marketing, re-branding, and re-licensing existing content to new formats. There are exceptions, but very few albums are Dark Side of the Moon, very few books are The Lord of the Rings series, and very few movies are Titanic. We shouldn't make laws based on defending the top-selling titles forever, we should go back to the original intent of copyright law, which was to enrich the public domain, not impoverish it, by making sure that publishers have an ability to profit, but that term should be limited to make sure that companies don't become private vault lockers of culture. Remember, copyright isn't a *moral right*, it's a government program - a limited-term government-granted publication monopoly.
We need to get back to the concept of "limited term" and we probably need a much more limited term than the original copyright law (14 years + 14 years extension), given that in 1790, culture travelled at the speed of horseback and people expected their children's lives to be roughly the same as their parents' lives. Today we expect our own lives to span a world drastically different than it was 20 prior, and culture travels across the world at the speed of light. We need a more limited copyright than we had in 1790, and instead, we have "forever minus a day" copyright which is not only exactly the opposite of the intent of the original law, it's actually unconstitutional.
And lest you think this is strictly about US law, remember, the US's corporate-funded politicians are the ones attempting to make every other country pass copyright laws compatible with our own.

maybe a decade ago people bought movies from these places, but now everybody downloads their movies from torrents or netflix that is quite cheap in Peru around 15 soles per month. another thing NETFLIX HAS EVERYTHING BUT EVERYTHING YOU DON'T WANT TO WATCH.
There are still restrictions on what netflix can stream into a certain country and if you actually watched this video he says internet is hard to come by
I pay to get all netflix regions... (unblock-us.com) and even so netflix takes too long to put new seasons and for me they don't have what i really want to watch. i wonder why i have it actually lol I used to buy from that guy some stuff but that was back in 2002 and before ... people don't really buy the actual dvd anymore... my friends and i think that is already too retro just like buying a cd... I get everything from iTunes or listen to music on spotify.
Luca Lozada Well, thats just "your friends and you" theres still a fuck lot of people that like to buy dvds, because even when you can torrent it, theres a lot of Short/Independent films you dont find and these guys have it, plus, you need to have a lot of memori in your hard drive to store your movies, so, its better to have a dvd.

I live in Colombia and im always surprised at the variety of international and independant film found in the pirate market here. Sometimes you just find stuff by pure chance that ends up being great. I have a pretty big collection. Between my stuff and my kids were probably at a thousand pirate DVDs in this household. Do the math, I usually buy 3 at a time at 3 for 5000 COP roughly equivalent to 2 dollars and change. Alot of people live off of this work, Ive been buying off the same guy for years. Ive got movies that not even my friends in the first world have! =)

True, there needs to be access to art; however, it is impossible to think that piracy is ok. True, actors get paid, directors get paid, everyone involved in making those movies gets paid something. Nobody works for free (or be forced to work for free). Same thing happens with music. I'm a Peruvian musician myself, my band makes records and they are all over Polvos Azules in pirat version. Do you have any idea how much did it cost us to make that record? Do you think we did it for free? This is not right. There has to be some way to have access to art/music and ensure artists get a return to make a living.

Just because you cant afford to listen/watch to the artist you like dont mean you should be forbidden to do so. Why should you have bare minimum the society has to offer only because you lack the wealth. Do "THEY" not have enough? Barriers raised to diversify must fall. We all have Right to Life....

I know the first guy, he moved from VHS to DVD in the early 2000's. I remember him from the VHS advent in 1999. He had everything: classic, old, new, about to be playing and even porn showcased lol which, as an anecdote, he secretly hid when he saw me coming with my parents (I was 9 years old) lol But I agree, piracy is the only way media can be distributed in a country with such poor network infrastructure like Peru. As of 2013, a very expensive internet service (150 Dollars a month) could get you barely 50MB. It can only be afforded by the top 5%. I do remember they also sold documentaries, concerts, presentations and even conferences of very interesting topics. There was no other way but via piracy since everything else was so expensive!

Two key words in attempt to balancing copyright law and piracy are "access and renumeration". Piracy can be stopped by creating great stuff, make it easy to buy or making content available digitally, make FAIR PRICE!, and make it works on any device. What makes more sense is to better understand the needs of consumers and make sure every barrier to legal consumption goes away.
Thats fucking dope, Sucks that Peru has such slow net connection. I had no idea, I got a few friends that live in Lima too. I could only imagine how the music bootlegging industry is over there whoa lol. But could you imagine how expensive a pack of 100 CD-R/DVD-r are? I bet their over priced from hell since everyone is bootlegging. And even if they order the CDs from Ebay not everyone ships outside the US. Harsh life right there but I bet its making damn good money for the shops already setup.

I´m peruvian, my english is bad...sorry, I buy movies in Polvos azules, because I love the seventh art, I go to the cinema and I pay for see a movie of Tarantino, Allen, Cohen, and others because they produce movies now. but the old and good movies of Polanski, Cronenberg, Kurosawa, Fellini, Tery Gilliam, etc. documentals, independent films We cant buy because not all the people have a salary of $280 per month, I´m cinephile and I have 564 movies in my home, all my movies are pirates except 2, I love the movies but in Perú the life is hard, the original movies have a cost of $10 or $20 dollars, $45 is my breakfast one month. This documental is amazing because this is the reality, if you love the good cine you need to go to polvos azules and if you love the cine go to the cinema.
Makes me feel bad for everyone who doesn't have access to broadband. Netflix should run their own fiber to Lima and become an ISP there.

It's high time the prices are brought down..what these people don't realise that decreasing prices will only get more people in...also online downloading at nominal prices and dvd on demand at nominal price should be there for countries with slow internet...
Still is the only and best way to find movies. I've got 20/30 Godzilla movies, 16 on Blu-Ray and 4 on DVD, the originals are around 60-80 US$ on Amazon / eBay / Blu-Ray . com. I might have a lot of money, but I'm not made of gold.

Been there seen that, the guy is right in most areas like movie companies not even distributing some movies in those countries because of "lack of a market" or some other excuse. Broadband has really caught-on in those countries but a lot of the clientele of these guys tend to be people over 30 who don't know a thing about torrents. About taste well, 99% of the people I saw were buying crap movies, but so does everyone else in the first world.
Even if they tried to bring some 'new' movies to the dvd market, people would still but pirated because of the economy. I know it has gotten better since I lived there (2009) , but it's still bad..
And I don't know where the hell people get that we only have shit movies theres, as far as I remember when I lived there we always had the newest movies/games on dvd's....
Is not about newest, is about quality and again that happens everywhere: people in general no matter which country prefer dumb blockbuster movies over say independent or auteur. Not that some of those don't suck as well...
