No, you only have to change one. Look to the left; each line with "DynamicShadows" should have "ShadowQualityDetailSettings[x]", with 'x' being a number from 0-3. These are the shadow quality settings in game (0 being lowest, 3 being highest, obviously). Just change whichever one corresponds with the shadow setting you use. Or just change 0. You'll probably be using it anyways if you're changing it at all. I know I am.
