I was blown away by the fact that the work was already too sloppy in so many ways. The workpiece was hit against the core-press machine as hard as possible, and the slinging was super sloppy. The shaft was pulled out with a rock drill without fixing the workpiece, and the ground was sand for handling bearings. There are plenty of other things to be picky about. What is safety awareness? Next time, try a much bigger gasnozzle. Like 2" wide. This cutting torch won't make a difference on that piece of steel. It's warming up to slow, so the axle is warming up, too. That's a lose-lose situation. You already got the gas and the oxygen. So that's the only thing you need. No matter how stuck it is, it will get loose. You will save your shoulders and back for sure.

Iron oxide melts and turns liquid at a much lower temperature than steel. Iron oxide is what was bonding the pulley wheel to the shaft. So yes, ditch that puny cutting torch and get several 2" heating torches, we call them tiger torches. Heat the pulley and shaft to red hot. Hoard the heat it in with fire brick or sheets of scrap tin to heat faster and conserve fuel. When the shaft and pulley are red hot the oxides between the pulley and shaft will be liquid and will actually be a lubricant which will allow the pulley to slide off MUCH easier.
