In her life experience she's rarely seen love, and when she does see it, it leads to trouble like Marina's in the first season. She is doing what she thinks is best for her girls, even if we see that it's not really the best for them. Even in the scene when Colin stands up for Pen, she is trying to protect her daughter. She hasn't seen all we've seen, so when this engagement comes out of the blue like that (from a man who has known her daughter for years and shown no romantic interest), it's not crazy for her to assume something happened and Pen trapped him into marriage. And she's worried about what will happen to her now, based on how the Bridgertons' reacted to Marina's secret in season 1. She thinks her daughter threw away her best chance at happiness and security with Lord Debling, in order to play a very dangerous game to entrap her childhood crush. There have been several times when we can see that she wants to comfort Penelope, but she doesn't know how... she likely wasn't raised in an affectionate household, and her marriage certainly wasn't. She is certainly a flawed character, but I think what we learn this season is that she really does truly love her daughters and always has. She just doesn't know how to show it in the healthiest ways.
