Yo that blue coating on the seed is fungicide powder. Would not recommend handling with bare hands. I like this idea tho

I lay seed, add topper soil then peat moss. Its about retaining the seed moisture. This is a cool hack though.

I think it just retains the moisture longer to help the seed stay wet in order to germinate
Keeps birds from eating it too
But keeping it moist is key and it is easy to see when it is dry
