I agree with you man. the unknowable of the borg origin is what makes them more interesting. why/how they were created doesn't matter in good story telling.
I've enjoyed simmering on this question for years.. I've come to accept it as my personal headcanon if not actual canon that v'ger's origins lie with what the borg once were.
The film and the game legacy had vger as the origin of the borg but it was nomad it went on about perfection and fired green bolts just saying. Nomad episode was obviously the inspiration for vger and i think nomad is far better. Vger is Non sequitur.
Abridged answer: No. The Borg existed since at least the 15th Century because the Vaadwaur knew of their existence as far back as 1484 AD.
