Sounds like they will need to ad an air compressor onto the sprinkler system, to make up for the needed water pressure that the city service isn't putting out.
I had to use tamper proof screws on my fire alarms, people touch them its more common then you think. I own a commercial building thankfully my false alarm avg is 1 every 3 years.
We have some many false alarms in my apartment building, especially in the middle of the night going into early morning hours. It's gotten so bad, no one evacuates now. My building has Spectra Alert Advance's. Now those are super loud!
This is why I recommend you don’t live in apartments as fire alarms are quite traumatizing and I know all too well due to those traumatizing fire drills that had at my schools.
It’s 5 am and I’m sitting in my dark living room watching this 9 years later fuming and seething with rage as I try to pinpoint who was the stupid black girl that set off a fire alarm in the entire building at 4 am.
it happened to my condo building , but I was left literally in tears.
Happens so much where I live I don't even leave my apartment anymore.

I always say treat every fire alarm like an emergency. Because you just never know. Regardless of how many times it’s gone off.

I doubt any residents have actually disconnected a mini horn.
They just remove 2 screws, pop out the device, and disconnect and cap off the wires, put on a blank junction box cover, and store the device.

My apartment has simple smoke detectors. One in each bedroom and one hardwired one in the hallway in each unit.
