See those blue dots? Those are arrangement points.. Press shift f (by default) to show.. And then select the pattern on 2d window and just hover your mouse on any of those arrangement points (in this case on the waist) and you'll have it. I hope it helps.
Select the outer part of the eclipse (by double clicking on one of the segments) with "Transform point / segment tool" - there you can find a yellow dot in the middle - double click it to activate pivot - now drag the point (of the pivot) to resize it equally.. And please don't be sorry! you can ask anything related to any videos..
interesting question, I mostly freeze the top portion while working on the skirt, and vice versa. Oftentimes, I also assign new fabric to the skirt and make the density 0.

First day user and thought pssh I can follow a video and nope you must be using hotkeys for everything since I didn't even see you switch to sewing modes before you finished that part. Beautiful dress though.

How come the top garment does not stretched or go down because of the skirt weight?
