When she then threatens to destroy things if they do, the answer is "Thank you for putting those threats on record. They will be shown to the police if anything is damaged."
That's probably illegal. However, having it towed to a tow lot where it will accumulate storage fees for a while and then get auctioned off if they aren't paid is certainly within bounds -- in fact, they probably already have signs all over the lot saying who will tow the cars and where they'll be if this happens. It's pretty standard in public parking lots.
If she parks it there without their approval they should have it towed. She'll be screwed then. He just left a car there without knowing where it came from or how long it would be there? I mean it sat there for 3 years...
