All FRs are not basic structure. Some FRs might constitute basic structure and SC in its judgement would declare if any amendment violates basic structure or not. In short, parliament can amend any part of constitution, including fundamental rights. But if judiciary declares that that amendment is violative of basic structure, it would be null and void.

Article 250 is not for national emergency..it gives power to Parliament to legislate with respect to any matter in the State List if a Proclamation of Emergency is in operation.. National emergency is in article 352.
That is what I meant. And I think I explained that these articles provide instances when union can legislate on state list. Let me know if I mistakenly explained something else. In our lecture regarding union-state relations it would be even more clear.
