Another option, which is what I did recently: take the NYC Ferry (St. George route) to Staten Island. This runs a little closer to the Statue of Liberty. Once on Staten Island, I walked ~3 minutes to the Staten Island Ferry terminal and the next boat to Manhattan left within ~10 or 15 minutes. It worked out great.
Good point. I will have to read up on the history for why this one is run by the Department of Transportation and not the MTA. Similarly, the NYC Ferry is run by another organization altogether.
