Clearly she is still suffering from trauma but she was able to put aside personal feelings for the 'bigger picture'. You can see that she does possess some political awareness and savviness (also displayed in all her conversations with her son). The second prince is lacking that kind of 'mother figure' who can help him in that aspect, and maybe that's partly why he becomes allies with the Elder Princess.
