PCs from not too long before 2001 could boot up pretty quick (not as quick as this). I don't think it's unreasonable to suppose that this is an older computer with very little software. Although this computer booted up quick even for a modern computer. Heck, it didn't even POST.
There were ways to do that, even back in the 80s. A RAMdisk, for example, where you turned your RAM into a virtual drive. You'd get speeds comparable to a modern SSD.
I still have some old floppy disks from my elementary school times lying around somewhere with my old school projects on them :D Shame there is no way to access to them now though. But ye I can imagine some new generation of viewers coming into Stargate and laughing at how archaic the technology was back then.
The more we saw of Maybourne, the more I appreciate why he acted so arrogantly when the character was first introduced. This guy is 'way more of an operator than just an Air Force colonel. That may have just been one of his cover identities.

Let's just be honest and point out that hacking in through the backdoor and not showing how he does this is a more realistic portrayal of hacking than a lot of shows. It's not that implausible that there is a backdoor in a government site (put there by themselves, maybourne himself, or someone else), and they don't show some dumb thing he's done to manage it soooo... Like. Still more realistic than the Matrix.

It could have a very slimmed down OS with no extraneous software. Plus, I imagine it doesn't get used too often.
