I listened to the album and liked it. Very organic. No midi and such so it was probably done by ear. Switching, paning and rerouting sounds to multiple tape tracks on the fly with no preconceived ideas of how and what would happen other than a familiarity with setup and environment...Sound generators...captureers...signal routers...pan+level pots...feedback paths... insertable processing...final capture tape..the giant loop that could be manipulated too.
Wire it up and go making changes as needed....One can not pre think it too much but just has to think as you go.These days clocks algorithms data programs are used. I supose one with ears and feel could create an organic sound experience similar to this beauty in the same way.
I would like to add that the tricky thing, and probably what you are hearing is having real time level and paning control of all the feedback paths, balancing the sounds as they appear. Nowadays midi can get quite complicated in this area disrupting the spontaneous organic process with too much thinking.

Fascinating question. I’ve wondered the same thing for years. I had an opportunity to ask Terry about the construction of his Time Lag Accumulator at a Q&A at a gig in London some years ago. I was hoping for a detailed answer but he simply said something about using a number of tape machines. I would like to think all the mixing in your excellent examples is done live by Terry, but who knows? He is still alive and highly active afaik, why not reach out to him and ask?

Have you tried asking the source?
