The spoils system actually dates back to the birth of the nation, Jackson instituted it because he saw the creeping death of the Republic as all the Federal jobs were being filled by the same unelected employees coming out of New England IVY schools or residents of of DC. Jackson wanted more policy representation for farmers and Southerners and Midwesterners..
A couple very important things should be noted here....
1.Since the great bulk of Federal civil service jobs are located in the
District of Columbia, proximity dictates who gets these jobs more than
    any other factor.
    2. Since the greater DC metropolitan votes over 90% for free spending
leftists, take a guess as to who's actually filling these jobs?
    3. While the Republicans intended it to be a meritocracy, In practice
nothing could be further from the truth, it made unionized civil
servants in to a rogue unelected 4th branch of government. They use the
security clearance system to block qualified outsiders or
scabs(deplorables). A meritocracy this is NOT.
    4. Could you imagine Nancy Pelosi or Ruth Bader Ginsburg being forced to
hire GOP staffers and aids to carry out their creepy plans and rulings?
Luckily you don't have to because the Congress and the Judicial
branches still operate under the totally CONSTITUTIONAL spoils
system....Isn't it strange how no one complains about that? They can and
do hire even foreign nationals (Dianne Feinstien even hired a Communist
Chinaman who she sent out to attend important and sensitive meetings in
her stead). Why is it only the Executive branch that gets this noose
    forced around it's neck?
    5. Anyone who believes the Pendleton act truly eliminated the patronage
system is either incredibly naive or a low grade moron. The patronage
system is stronger than ever with one exception, it now operates
independent of the elected executive and there are some limited prerequisite qualification hurdles.
    6. There were large debates and riots over the Pendeleton legislation,
the most notable were (in hindsight) very correct predictions it would
further centralize and consolidate tyranny in DC and disenfranchise
    rural America.
Right now our nation is going through a divisive impeachment, but what
you are really witnessing is this unelected 4th branch (that the
Pendleton act never sanctioned or intended) having a POLICY disagreement
    with the duly elected executive.
Who do you think will win, The Constitution or this rogue branch?
If ever there was a case of good intentions paving the road to hell, The Pendleton Act would certainty qualify as that case

As much as I agree that the Human Condition is prone to corruption through nepotistic financial gain, I am having a hard time seeing why it is bad for the State's Governor's Brother or County Representative's Cousin to get the new interstate or state highway job * * IF * * he does a quality Job, and has transparent accounting??

Has no one noticed the contradiction between the Spoils System and the “Corrupt Bargain” ?? (The corrupt bargain being the incident in the previous election in which Jackson and his cronies called Adams’ appointment of Henry Clay to Secretary of State a “corrupt bargain“ because Henry Clay had helped get Adams elected!)

Do you think he wasn't the only unqualified person we had doing bureaucratic things at that time? Corruption was a huge problem back then, so was the total irresponsibility of people in both the public and private sectors. It was so bad that it necessitated the sprawling mess of government alphabet soup we have today. And it is looking like we may have to repeat the process of cleaning house.

Keith, just out of curiosity, did the Tariff of 1816 appeal mostly to Northern industrialists, or Western farmers? The reason I ask is because I know that Jackson was the first president from the West, and the the South hated the Tariff of 1816..

if this all worked as you say, this country would not be in the mess it is now, politicians just work around the law anyway, so we should just return to the spoils system that why each party would have no excuse but to own the messes they make because they would be unable to blame unelected bureaucrats.
