According to Karl Mannheim, though a policy may be seemingly formed by the purported elite , but in a democracy, there qre various pulls and pressures that actually shape a policy. So multi- Party democracies like India are also an example of similar contention.

Can you say any society which does has multiple sources of power (pluralistic). Why go to Iran, religious leaders have influence (power) even in India. Eg, Yogi Adityanath becoming CM of UP (routinisation of charisma). Simple Capitalism (leave crony capitalism) has influence on policies- act as pressure groups too.
Sources of power- wealth, status, knowledge, charisma, force, illegitimate force. Authority (legitimate power according to Weber)- 3 types- Traditional (Kings), Charisma (religious leaders), Rational legal (bureaucrats).

Dear ! Bargaining is the ability to bridge the gap between what you want and what you are being given. It is similar to the practice when Indian women generally do while shopping especially with vegetable brokers to arrive at the minimum possible price of vegetables.
Similarly, it is inherent in humans naturally that they tend to be RATIONAL and bargain for the things including power. So naturally the diverse groups using their RATIONALITY and inherent bargaining drive among the group members, they bargain for power and it creates a balance of power among groups naturally.
