You can use armature. Pipe cleaners work well. Form the felt over them. Another thing to try, wet the wool slightly and roll it in your hands to make a log after you felt it. Roll it felt agsin. Roll again. It compacts it and makes it denser.

Can't get the flower to stay on either. Going to cut from felt and put on.
