You're talking about Utsuho Reiuji, or Okuu. Her lore is that she absorbed the Yatagarasu, the god of Nuclear Fusion, and gained its abilities. In the game she uses miniature suns as an attacks. I don't know much about Celestia, but it seems she's a Sun goddess herself, so it's a basically a Sun vs. Sun fight, and Okuu can create multiple suns. Radiation is actually a side effect of her main ability. And finally, after absorbing a god, she basically became a god herself, so physical attacks will not do much against her. She's still pretty dumb though. That caused her to misinterpret the words of goddess that asked her to absorb the Yatagarasu and almost burned the Earth's surface in nuclear fire because of it. Luckly, game's protagonist managed to stop her. Her occupation is to manage the temperature in the Hell of Blazing Flames.

I can give you some generic knowledge, but for more detailed information you'd be needed to check the wiki. First of all, Touhou is heavily inspired by Japaneese folklore. Many old Japaneese legends and stories find their interpretation in Touhou and a lot of characters have a mythological prototype. So, in the world of Touhou supernatural was real, because humans of the old did not know anything about how the world worked, so they imagined monsters and gods, and then their fears and faith manifested these very monsters and gods into being. The term Youkai is how in Japaneese folklore is generally called a supernatural monster, but in Touhou it somewhat transformed into a non-human in general, with some exeptions. Youkai were praying on human's flesh and fear for millenia, untill materialism and science started to take the hold of human's minds. Humans started to learn about their world and how it worked. They stopped fearing the dark, and thus Youkai started to lose the fear they needed to survive. They started to fade away like a bad dream. To prevent all the Youkai from disappearing, one of the most powerful of them, known as Youkai Sages created a magical barrier around the Gensokyo a place that from ancient time served as a home for many powerful youkai, and an attraction for powerful human heroes that tried to fight the evil at it's doorstep. The barrier separated the Gensokyo from the Outside World. It prevented the march of materialism and science, so humans that were living there still believed in youkai and feared them. Maintaining the order of this Youkai Paradise is the job of a human, a Hakurei Shrine Maiden. During the events of games it is the Reimu Hakurei, the first main protagonist of the series. But feel free to start from any mainline game (not .3/.5 games, those are spin-offs), exept for 11, 12 and 15. Those are considered the hardest of them all.
