Rotation alone may not work. You may have to adjust the ANGLE of the housing, be it up, down, left or right, IF THAT SPECIFIC HEADLIGHT ALLOWS IT.
On my personal ride I had to adjust mine by height to ensure that I couldn't read the lips of the person driving the car in front muttering curses at me probably.
There are many videos to do so on most cars. If DIY is not your thing, visit your local shop that has that ability. If they do not test that thing against a wall to make sure they can see the cut-off line, fuhgetabotit.
