It’s more of a fan theory but you’re referring to speculation on an excerpt from Xenology (the book the opening quote is from). In it the Inquisition interrogates a human raised by the Hrud as a slave/pet and he is acting extremely bizarre. The exact quote (from the correspondence of one Inquisitor to another) is: “When questioned upon his birthworld and his devotion to the holy Emperor, our raving captor simply threw back his head and laughed- refusing to discuss the thing which is long-past. To hear him speak, it was as if he sincerely believed all humans to be the slaves of his xenos masters, and the age of the Imperium was nothing but a distant memory.” Make of that what you will.

I looked up what you are referring to and you are sort of correct. It’s a specific tech priest in Hammer of Olympia who divulges to Perturabo that he believes that the Hrud experience time a-linearly, and that he thinks they may even be a distant strain of humans from the far future who are retreating from whatever dark realities they face in their timeline to the era of the Great Crusade which they find peaceful in comparison. However it is made clear that his theory has notable holes and is just the theory of one tech priest, whose colleagues find it heretical and that Perturabo finds it to be nonsense. So in short, it is posited lightly by one of the authors, but the dots being connected to older lore like xenology is fan speculation (not that that makes it untrue).
