My personal headcanon is that the Spartans are just UNSC's shot at trying to replicate Chips Dubbo, inyecting test subjects with Dubbo's cells so they can gain his outstanding capabilities, that's why a lot died, not everyone can sustain the badassery and Chadness levels of Chips

I have a theory: Chips is one of ONI's more secret experiments. ONI would create several clones of Chips and have them lined up in waiting until one died so the next one would take his place.
This is a morale booster. Everytime you see a freind die, its actually a chipps dubbo. This makes sure the average marine keeps their morale up as dubbo is optimistic, australian and hard to kill.
You see dubbo get shot, then dubbo somehow also then kills the covies and then buries himself saying it was just a hologram

I was gonna say that Chip may be a secret, and more importantly, stable clone template cuz we know that full human ONI clones die after a few years at best. Maybe Chip has some genetic quirk or was the product of some experiment to make stable clones.

I remember I thought dubbo got killed on the mission where you killed Regret. I lost 2 of 3 marines and Dubbo was the one of the missing ones. While I found one human body, I searched for 15 minutes around the area and could not find dubbos body. While I’m not happy I left him behind, I’m glad he only let himself get captured so that he could wreck havoc on High Charity

Got a theory here. Chips Dubbo, the flood hunter, just so happens to appear at every flood outbreak, getting his kill on and grinding some spores. I don’t think that’s mere coincidence. I think Chips Dubbo himself was releasing the flood, convincing the covenant and even the hive mind to bring all they could so he could get bis big game thrills.
Come on, we all know how Chips got off Installation 04.

Okay, so taking all the evidence into account, there are a couple of possible theories I have thought of, that you didn't cover
1) Chips is a figment of Chief's imagination, due to stress, and Chips died but Chief keeps seeing him everywhere
2) Chips is actually a Forerunner construct ensuring the Mantle Of Responsibility gets passed onto Mankind
I don't know if either of these are true or will have any sort of basis within in-game lore, but it would explain how he keeps popping up, beyond the simple real world explanation of reusing visual assets and voice actors

its been rumored that PFC Dubbo was seen fighting off two sword-wielding heretics with the gatling barrel off a wrecked ‘hog. After pulverizing both of their skulls, he was heard shouting, “get güd, cunts!”
My theory: Chips Dubbo was cloned by ONI using a project similar to the one used to make the flash clones for Spartan candidates. During the clone growth period they were able to enhance them with upgrades from ONIs spartan 1 project which would explain why he was able to escape the flood as he would not have been seen as a suitable host, same as Sgt Johnson. The clone theory can also explain why he can be in multiple different places at the same time.
Just my theory but makes sense to me.

Well Chips Dubbo is the name of a fast food resturant in New South Wales and technically Chips Dubbo might have been named after them since he maybe born to a man who owned that company in New South Wales so he may have been born in Sydney.
Yeah I was playing Halo: CE with my brother in law and I was like “yeah this game has this weird thing where there’s random Aussies everywhere.” (My Brother being an Aussie) and halfway through the game he’s like “huh, guess they just used the same voice actor”
Well Dubbo was voiced by Andrew McKaige in all Halo series except Halo Wars. Halo Reach. Halo 4. Halo 5 Guardians etc but the original Halo Trillogy with one accident in New Mombassa in Halo 3: ODST as really if he appeared by accident either was his my theory a twin brother or just another Aussie marine I can call in my fiction so it’s not to be taken seriously if he accidentally appeared in Halo 3: ODST like I said either Twin Brother or another Australian UNSC marine medic but meh hasn’t been confirmed we may never know.
I also still wonder how he could have escaped from High Charity at Installation 05 and or how he got captured welp my theory he was probably in Quarantine Zone at the time of he was ambushed by flood or something or lost nearly all Squadmates then Dubbo is likely one of them marines The Master Chief rescues from High Charity but what about the other four some speculate all five died but that’s not true either if they where able to escape High Charity then my guess is who knows maybe they where rescued by an only UNSC Pelican that didn’t get infected by flood or comandered or something if one of the UNSC Pilots was lucky maybe Dubbo got to a radio com or something like that and the remaining five marines was possibly saved but we cannot underestimate this short like the wikis falsely admit all marines died while High Charity was infected I don’t believe that is true as we think that’s how Dubbo was able to escape besides since the fates of Corporal Perez and Private McKenzie are unknown not confirmed they could have survived with Dubbo but Bungie never seriously ever got conformation as to how it occurred. In my speculation perhaps will never know. The fates of Stacker’s ODST’s Lance Corporal Jones. Private Butkus and Walpole are not known as to if they could have survived Quarantine Zone maybe they was captured and maybe taken to a prison on High Charity maybe killed or later rescued by Dubbo and the others or imprissoned on Shadow of Intent will never know and the fate of Private Parsons is not known but he could have been one in Installation 05 maybe survived but will never know.

Also both Chips and Dips were in the orion project which explains his incredible feats like getting back up after being shot to death only to regroup further along in a mission. I have a theory: Chips Dubbo is a precursor. We don’t know a thing about their abilities other than shapeshifting. Perhaps the precursor Dubbo, realizing the impact Chief would have on the war, disguised itself as a marine to keep an eye on Master Chief so humanity could survive.
Think about it. Precursors, being the origin of the flood, would be immune to them. His ability to seemingly teleport, switch bodies, or even possibly clone himself, it all aligns with the impossible capabilities of neural physics.
