Yes bro, it's a rule controlled and linked to the foreigners office, can't change it, advisable is to open a normal account in another bank where you don't have any limit, it will be like a normal bank account

@@pradheepthangam7282 Bro once you will get your admit letter or if you are 200% sure that you will get an admission, then its time to go to deutsche Bank in India and say them that you got admitted or will get admission and you wanted to open a blocked account for 10000 Euro (refer the exact amount when you approach them)
Then they will provide you some form to fill which is quite normal to open an account once everything is done its time to deposit the money and after everything is finished you will get a letter of confirmation which you need to save for your Visa appointment and also to produce in the deutsche Bank in Germany.
Once everything is finished and you are in Germany visit deutsch Bank here and ask them that you want to open a blocked account, they will ask you to give the proof of the money that you deposited in the Bank in India, then produce the confiramtion letter that you got from the deutsche Bank in India. And after filling the forms they will take care all the things from transfer of your money and more, then you will get letter to your home where you live in Germany from the deustche bank germany - you will get your account details, atm card and and and....once all these things is done you can go to the city office to apply for the real student visa which you will get in as a ID card, for these visa interview you need the new letter from the deutsche bank germany saying your account is successfully opened in germany and have so much money.
Regarding the steps to be done in germany dont worry as your seniors will help for sure.

And if you live in Chennai or if you are planning to visit chennai I highly recommed you to go to deutsche bank for a consultation regarding what has to be done. and dont worry there will be someone who can assist you, it is not like the local Banks in India who dont give a shit to the customers. :-)
