Incase If I have b1 level of German can I apply for that and after getting admission i have to show them B2 or c1 German when coming to the university.

Minimum IELTS requirement is 6.5 and for public uni you need more than 90%, but however it depends on the uni you apply, so check there requirements maybe you can get.....the big plus point is you are not an engineer so competition is less you may have chances to get

My suggestion is to go with spouse visa, if you can use tourist visa to do this has to be cleared in France consulate but most of the time they won't deny, but is better ask them, I am not much sure on France

ranking doesnot matter, the name of the tum will boost the profile during job hunt, but if you dont have any skill and just studying in tu uni, a job will not give you security, skill is more important than where you study
