Well about tempo changes
To change tempo throughout the song you have to create custom instrument called "Tempo Changer" without adding any sound to it. And changing the pitch of it higher, it changes your tempo (I know, it sounds ridiculously strange but it is the only way to make it).

Well there is a program called Open Minecraft Note Block Studio. It is free program in which you can make melodies using Minecraft Note Block instruments. Also you can find some tutorials about it on YT and join official discord server where you can ask for help :)
