Eliminating the debt ceiling is a good idea; it's not his idea, and it wouldn't pass under these circumstances, but it's a good idea. Most countries don't have a debt ceiling. A debt ceiling has nothing to do with debt, national or otherwise. It's basically a spending limit regardless of how much money the nation actually has. So we could have a huge surplus, and the debt ceiling would still limit how much the government can spend, even in a year like this one when our budget for FEMA was completely exhausted.

they buy our treasury securities as an investment. when the security matures, we pay it back. usually we pay it back by raising the ceiling again
