@@feliz-45you can test it directly. If the test results are below the distance between what is stated on the Peltier (minimum around 0.5-1amps) and what was tested, then the Peltier is fake.
Why are you hearing the liquid then. You have the thermoster on the oposing side from the fluid block so presumabley if thats registering cold, the block is on the hot side. Also, whichever side you are using, some form of heatsink is esentially required as the surface area of the device isnt sifficiant to disperse the heat(or lack of heat depending on the side) effectively.
The top is the cool side. Maybe the person is pumping water through the block to carry heat away from the hot side so that it can continue to pull heat from the cool side and reduce the temperature further.
