OMG SORRY FOR BEING SO LATE, anyway, in my AU there are two representations of the Russian Empire (One Empire = Two Repredentations) So RE's brother is the first representation of the Russian Empire, while the RE with the Black, Yellow and white flag isthe second representation of the Empire.
