Hey! Thank you for the note. For the handlebar/clip-ons. I always rely on the Motion Pro Clip-On Handlebar Alignment Tool. It's not very expensive and works well for all my bikes. I've seen a few folks that have created some very creative devices to measure/align the bars. It would also be very easy to replicate something similar to the Motion Pro unit....
