It wouldn't have been nowhere near as memorable had it been a valid attempt and from a comedian's point of view, that's more important. The contestants get genuinely into it and really care which makes it compelling to watch. But what pushes it into genius level is the timing and editing of the footage. The audience reaction as they zoom in on Joe's foot absolutely demonstrates that.

Rules said "touch" they didn't say anything about part of a person extending beyond the red perimeter which would happen if someone leans their arm over to get an easier toss without actually touching the red. The part of the shoe which looks to be touching could have just barely been the part of the shoe which angles upward, meaning it broke the perimeter but may not have actually made contact.
