Minnesota School Districts generally don't promote PSEO because they lose per-pupil state aid if the student is not taking coursework that the School District provides. The college (in general) gets the funding instead, which if you think about it makes sense since the college is providing the instruction, equipment and textbooks to the student and not the School District.
