The only problem is making chill a CC ability means most bosses will be immune, since most of the higher level bosses, guild bosses, stage bosses, hard boss, etc., all have crowd control immunity. That's pretty unfortunate since she is made to appear as a strong PvE character. Edit: It does at least say the ability stacks with both damage taken increase debuff and increase damage buffs. I.e., Radgrid + Trude's Frenzy - Although this still won't apply to most bosses. The same way Vanessa's ability that decreases speed doesn't apply to Guild Boss Pascal, etc., as one example.
The more I look at it the more I'm actually not sure. Since they are technically the same debuff, rather than a damage increase buff. It's odd because [chill] is new in the way it is a CC ability but also falls under the 'damage taken increase' debuff. Unlike say, Orkah, who does 50% more damage when attacking a frostbitten enemy (damage increase buff) this is a straight up debuff on the enemy that makes all damage taken increase by 50% regardless of who is doing it. Summary - That would mean pairing her with Radgrid would give an 80% increase in damage taken for 5 seconds every 10 seconds. Even pairing that with just -50% defense from Reginleif and -reruction rate from Randgrid, and taking into account the final damage increases of 30 + 50 % if the target is Frostbitten and Chilled, as well as accounting for Trude's Frenzy. We're talking about potentially doing 3x or more damage when we can barely get over double damage right now - That's why those two abilities being "final damage" is huge. If it's the case they do stack them this character will be OP. @capitão_eulr I guess if it does stack, it is balanced in a way because it's crowd control, and all the meaningful bosses and enemies have CC immunity so it won't even apply. But it will certainly melt tanks and any bosses without CC immunity. I'm not saying I don't think it stacks I'm just undecided. Unless they already said it does, but SKIA never tells us things like that. That's why I'm curious, where did you get it from that Chill will work with Elke and Radgrid, or Lu Bu and Senshi's debuffs? Because Chill will be a CC with a buff like Trude's Frenzy or Karma's... Karma. So maybe it stacks with Damage Taken Increase debuff with Elke and Radgrid, but it doesn't stack with Frenzy or Karma's ability.

You forgot it can stack to trude or other heroes like, karma, Ms Elke, lubu etc.
