    Niti Ayog has done a tremendous job over last 7 years. Modi changed its core role from allocating funds (as planning commission used to do earlier) to creating programmes and tracking progress.

    As India marches deeper into this century it will also be interesting, if the supposedly developed states start aiming for tougher benchmarks. For e.g. States like TN, KL can start comparing themselves with developed countries in our neighborhood like Malaysia, China etc and see how we compare against them. And strive to achieve their levels within a period of 10 to 15 years. While the remaining states should set targets of achieving higher scores within the country. This is what will really push India to the next stage.

    My doc in kerala who got fellowships from US and Australia is trying hard to undo the damage done by a nasty US surgeon. Healthcare is ridiculously good in kerala. Awesome Healthcare workers catering to the average joe.

    The best thing about this govt is it has started to make comparisons amongst different states on different parameters like health..infra... logistics etc. Once you have data,you can measure it and what can be measured can be improved..just like corporate culture which is how a country should be run with the PM being the CEO and CM's being the head of different business units

      If govt gives some incentives to the states which are doing best in those parameters,then it will become more competitive.

      Massaging data and changing baseline characteristics to suit your narrative should not be mistaken with good governance. Modi bhakts make it sound like there was no governance before 2014. No doubt Modi is doing a good job in the eyes of the people cause he wouldn't come back with greater majority in 2019. It is critical to point out specific steps taken by the govt in terms of regulation to boost the economy and states in various parameters. UP needs to divided into at least 2 if not 3 states. UP does not contribute monetarily to the Indian economy and holds a too many 80 seats in the Lokh Sabha.

      @@sujitdsouza no UP cannot e divided. The development in UP has been very lopsided. If divided the eastern UP will become Bihar 2.0. Only recently the eastern UP has started getting its due attention.

    Most people who keep saying BJP government manipulates data must see how the data is clean. Karnataka, and haryana are ruled by BJP and yet they highlighted the detoriation.

    West Bengal would score the worst in most fields: crime, health, etc. That is the Government of West Bengal rarely shares any data with the Government of India.

    There is the third India, namely, West Bengal, the North Korea of India playing by its own rules. And it is not just the Government but the private health care sector as well. Recently, the state authorities found out that its prestigious hospitals were charging much more than Vellore but, at least in one case, with worse outcomes. A patient went to Vellore and saved his leg after having been told that amputation was necessary and showed the two bills, one from Kolkata and the other eye-poppingly lower from Vellore. All West Bengal needs is the nuclear bomb.

      Private health-care sector works more like a hyper-aggressive profit making industry rather than actually acting like a care-giver institution. This is partly because most of them for a majority of time cater to foreign populations.
      I remember 2-3 years back Apollo Kolkata charged Rs.3500 for an ultrasonography which was charged at Rs.750 by Apollo Chennai!!
      Btw, why so much hate for Bengalis?!!

    Mizoram have shown to all the hill states that geographical disadvantage is not an excuse for poor healthcare.
    People and government in Uttarakhand needs to learn from this.

      I think there is problm in local doctors. Most UK people joins govt jobs or defence. There are less in medical field. Doctors from other states don't wants to work on remote places cuz opening a clinic in a metro city is more profitable thn going deep inside hill state and waiting for patients. Been to a govt hospital and it's totally empty.

    I appreciate the fact that the numbers in this report were decluttered but a bit of decluttering of the methodology of the survey would've been better. Like how is Delhi which is a metro city with super speciality hospitals like AIIMS etc only as good as Jharkhand.

      Maybe Delhi's ranking is low because of the accessibility to healthcare. I mean considering almost over 2 crore population, I don't think Delhi has enough affordable hospitals. Infact, no major Indian cities might have.

      Probably because of affordability issues. And also overburdened. Our country's health system is creaking, but no place is as overburdened as Delhi. I saw a woman going into labour as well as two dead bodies placed out in open right in front of the AIIMS's entrance gate and that was just within a 15 min visit on a casual Tuesday.

    Ironically Southern states get back much less money from their own tax incomes for being disciplined. It is time that Central Govt. give more money to Southern states. This is becoming like there no incentive for performance, but more pain. The more data comes in like this, the divide would be seen in the polls as well.

A lot of western countries population lives near ocean and water where trade and industry grown coz of better connectivity. India is not diffrent from them.     This survey is for year 2019-20. I have a feeling the BIMARU states will continue progressing and will grade out much better when the next report comes out. Whether you like them or not, for India to progress, these laggard states needs to atleast come to the mean while the top performing states need to continue aiming for perfection...

      @@murarikarmhe2322 I can only hope. The thing is UP people are obsessed with government jobs. Which are very few in the state. There is like a private hiring wave in UP. My firm has setup a factory there but they are facing a problem in hiring labour in UP

And if these guys are really protesting for jobs, they are either lazy or shouldn't deserve to get a job as jobs changes with time, you have to skill up according to requirement of the market.

    Karnataka's health score was 59.73 in 2014-15 and now it's decreased to 57.93 also rank decreased by 2 spots compared to Health index 2014-15 while health Score of AP, TN, MH grown by 9. Karnataka is sliping down in most of the Social indices recently Karnataka's slipped to 6th from 3rd spot in Good Governance Index.

    UP and Bihar are everyone's favorite punching bags. Bihar lost almost 15 years to JUNGLE RAJ while UP too was on a "vanvaas" since 1947. It is important to give these states some time and some political stability.

    BIMARU states dragging down the health Index of India significantly due to their large population. It may help to split the states into smaller ones for better governance. Smaller states with population around 3-5 crores seem to do better in healthcare and other development indices and surprisingly TamilNadu with a population more than 8 crores bucks this trend.

      No. It will lead to further chaos and more river dispute. Which will turn into sub national jingoism like Tamil karnataka maharashtra kerala. UP is developing fast since last 15 years i.e the time we started having 5year fixed term govt. Irrespective of how you see us, we haven't elected same party again in last 5 elections. That shows people are vying for development. Western uttar pradesh is already performing better than kongu nadu region and bangalore. Eastern and bundelkhand are lagging and they will catch soon.

    Heartland states should start questioning themselves why they are not doing as well as south india .

      Because they had a late start.
      In 1947, these states were already overpopulated, and corruption ridden.
      When there is poverty, people try to survive by any means necessary, which gives rise to lawlessness.

      Lack of urbanisation.. Bihar's 80% population live in villages.. That's the main reason... Due to lack of urban centers people get settled down in urban centres of other states.. This way we are loosing our talents.. Just look at any office and try to find guys from Bihar.

A lot of other states were either princly state, trade centres or places were the brits lacked much interest. And as for why they didn't develop in the 70 years, well that can be said for all of India

    This was a good episode, and hats off to India Government for enhancing a data based governance, I don’t remember the data has ever been used so extensively in India. On UP issue though the improvement must be seen as credit of existing government, but current state is result of negligence of past 70 years , however, Yogi ji needs to give some more focus on it.

    I'm doing my masters in IR from Central University of Kerala and I've traveled a lot in Kerala so being a UP guy I can tell the Stark difference clearly . Per capita consumption in Kerala is very high. Basic health facilities are lot better. You can't find anyone begging or doing manual labor .

    This data validates what many talked about during the second wave in India. Delhi, UP and the other northern states fared so much worse because of their lack of quality healthcare compared to the southern / western states.
    States like Kerala, Maharashtra always topped the charts when it came to covid infections but were able to manage the wave much better because of their infrastructure.

So for example if 10 people got covid, lets say 6-7 would be detected in maharashtra/kerala etc but in UP/Rajasthan etc this same number would be close to 2-3 out of 10 would be detected. This same phenomenon was reported during all the national sero surveys done by the indian ministry of health. So its not that Kerala/Maharashtra were the most affected despite thier facilities but rather becasue of thier facilities they detected the most covid cases

      We have to learn from China to develop these states . Up and mp are showing improvement in industrialization and urbanization.

    Sir, could you please dedicate some of your time to speak on the NEETPG 2021 counselling issue.
    Thousands of candidates (doctors) including myself have cleared the exam, but the central government has been issuing apathetic one-sided decisions which has been delaying the counselling process for many months.
    This could have a grace implication because there would be severe dearth of specialist doctors in the upcoming months. This could be disastrous to the Health system of India with the third wave looming large.
    You could do a great benefit to the nation by giving the general population a deeper perspective to this topic.

NAIDU 2016 created a ERP system for government to have real time management of govt and exactly same would be possible for few states based on their e govenerance network capabilities. KERALA, Gujarat, could do that but in KERALA Govt employees resist and now wait for better bandwidth to have KFON, govt broadband network.

    The worst of all is KARNATAKA. We have been going thru political squabbles for sometime now and our progress has suffered quite a bit in all spheres of governance. Only the label of IT capital for Bangalore holds but I feel even that is slipping away. The new label for KA "The UP of South India" is looking more and more apt as newer data comes in.

      So there is no religious bigotry in southern states because there are no Hindus there and just temples like Tirupati Sabrimala Meenakshi temple or thousands of other important hindu temples. The fact of the matter is that leaders mostly in central Government used the people fir vote bank politics of divide and rule since independence. It is said that the seat to power at the centre is through UP. Incidentally both. UP and Bihar have a sizable ' progressive, open minded and then secular' muslim population perhaps not religious bigots like the Hindus according to you.

      @@rajendrakumarduggar1835 wrong , the fact of the matter is the curse of casteism where majority of the people are made to feel inferior. In kerala that is very difficult. The majority are low castes but higher castes cannot rule like in north lndia. A great reason for this was the Hindu reform my movements led by Sree Narayan’s guru etc, the educational sector opened for the lower castes at least 200 years before. The strong communist movement protected the lower castes and helped them to be aggressive to demand equality. Also the missionaries played a stellar role . If all the above were not there kerala would have been worse than Bimaru. If you go 200 years back , it was hell for the backward castes. The Bhramns were ruling most ruthlessly and treating others like animals. Now that’s history and that’s why Bjp cannot step inside Kerala

      Communism is an ideology that will survive in a place that is surrounded by non communist.
      They concentrate on capacity building but gives up on development....less businesses and less job creation these literate people who couldn't find jobs will migrate to other countries...mostly the gulf(literacy doesn't mean highly qualified)....high demand for international flights and hence more number of international airports. More international airports isn't always impressive

      @@MJ2.0 Centre needs to take major initiatives in developing Kochi as a major international port city like Bombay. Bombay plays an incremental role in the big Maharashtra state's GDP. Kerala is not suited for industries, historically we've been merchants and our port cities were internationally famed, so if a city like Kochi was to be developed in a major scale it would heavily affect the economy in a good way. I believe this could drastically improve Kerala and reduce dependency on foreign remittances.

    KERALA REALLY HAS GOOD GOVT HEALTHCARE SYSTEM AND GOOD PRIVATE HOSPITALS AS WELL.. THEY NEVER SUFFERED FROM OXYGEN CRISIS LARGELY UNLIKE REST OF INDIA...

    The reason behind ap and telangana, tamil nadu and Kerala are way ahead of rest of the nation is because of large expenditure on healthcare and programs that are implemented in these states are way better and ahead of ayushmaan bharat and these state uses ayishman bharat fund to use in state run health care exuberantly and yet these states very few of aiims and nationally recognized institutions they are well enough to go ahead of rest of the nation

      U don't know about politics of india then.
      Caste politics is a reality of all indian states but southern states got the benefit of being coastal states and certain govt. policies ensured non-availability of industrial facilities in hindi heartland for decades.
      Things have started to changes in last 1 or 2 decades in these states.

TN is Detroit of India inspite of central government backed Maruti Suzuki based in Manesar . South Indians value education ..All Nobel laureates in science of Indian origin are South Indians … let it be chess or anything the results speak for themselves. North Indians from the Hindi belt have a problem inspite of having a language language advantage ,water/ river advantage , politics advantage under perform

      I would say the most neglected region is eastern India.
      Just search freight equalisation policy then u will know wt discrimination was met out to eastern Region.
      Jharkhand, chattisgarh, westbengal despite being mineral rich state couldn't get the benefit of industries because central govt. ensured same cost for industries all across India so they set up industries in coastal states only so that they could trade their product through sea routes easily without getting stuck in logistics.
      Bihar, assam, eastern UP every year faces big loss due to floods and making agriculture along these flood plains a loss making job forcing smaller land owning people to move out as labourers.
      Only in last 10-15 yrs, eastern states are catching up with the help of digitization and big ticket infra projects which was long due since independence.
      Setting up bengaluru and hyderabad as IT hubs would not have been possible without center's help whereas no such cluster for eastern India.
      Congress ruled southern states and hence favoured them and neglected eastern states since they were driven out of power post economic liberalisation in 1991.
      That's how things have been.

      @@pradeepdj1 That's not True. I'm all praise for the people of Southern states progress but few facts here are needed. All states are south are coastal states, and that gives them easy access to global trade route, so they obviously will be richer, it's same for every other country in the world. Just take US, both the East and West Coast states are much richer than continental states. Also, as far as government spending in concerned, yes on total basis North gets more fund than South, but on per capita basis Southern states receive more fund than North. Another thing owing to the coastal location, and also due to policies like freight equalisation, Southern states have gone much more investment in it's infrastructure and such than the northern states, not to mention none of the Southern states suffer from natural disasters as heavily as Northern States (or Eastern States) for that matter. So yes, while I do agree that all Southern states deserve praise for achieving this result, and surely the social reforms brought about by their own leaders have helped, but that is not all there is to it. It's both a combination of self-discipline and lot of lucky breaks.

Also, can you pls explain how southern states got benefitted from being coastal states and which govt policies favored these states? It is heartland states who have more natural resources and have always been at the centre of the policies and voting power to elect govt. There is no excuse for the heartland states to remain under developed, other than people themselves.

    We need parliament seats reforms. As AIM once said, "We are an apartheid state which gives more seats to rural than urban when our urban population is much more than rural now". We should divide seats among states not only based on population but on human development indexes too

    UP has more populatiin than entire population of south India. Comparing Kerala of 3.5 crores, just breathing on foreign remittances , with UP is not fare.
    But UP has opertunities, water,rivers,very fertile land, and proximity to Delhi. With in 25 years it will nu. 1

    Very poor performance by karnataka. I assume the rankings are down because of north karnataka as coastal karnataka and mysore-Bangalore region are as good as kerala or TN.
    The current govt here more or less sucks.
