In the military you can face what is called double jeopardy. This means once he is arrested charged and served time in civilian prison he can face charges by the military also. The solicitor is a civil matter there is no law that backs up the No Soliciting sign.
I caught someone at about 10:19 saying that the stop was unlawful, and so the officer "couldn't do whatever he wanted". That is a gross misunderstanding of what a police officer's rights are over a civilian. Even if the stop was based on absolute horseshit, and would never fly, the only way to correctly resolve that situation, is still to cooperate with the police, in order not to give them reasonable suspicion or excuse to arrest you, like not cooperating with them. Some states require that you present proof of identification, just by the fact that a cop asked you to. Some require that the cops have an articulable suspicion that you're doing something illegal, before they can require you to lawfully present your id, and almost any excuse is enough for a police officer to go from asking questions to stopping you. Now, if it gets before a judge, he might be a lot more critical and say that the police officers are retarded for regarding the situation of the individual as being in any way suspicious, but that's not gonna help you, if you gave the police an excuse to arrest you, because then it all of a sudden becomes legit, because you refused to cooperate. Absolutely never ever flatly refuse to cooperate. You have a right to remain silent, although that's usually restricted to giving testimony that might be used against you, the information you likely should never withhold, is the information about who you are. Even before you're read the miranda rights, if you decide to lie, they can use that in a court to say you've changed your story. If they place you under arrest, just request a lawyer from the start. Talking to the police after an arrest has not helped a single individual after nearly billions, if not trillions of cases.
If he was in the driver's seat in front of his house with NO key in the ignition, it might be an argument, but he's in front of a business in the driver's seat and probably had the keys in the ignition. If you are drunk in a parked car in the driver's seat with the key in the ignition to keep the heat on and just sleep it off....... you can get a DUI. If you're not driving, sit in the passenger's seat if you don't want problems. And just to add, police officers give you a lot of credit for being nice and cooperative. I once got pulled over on a long bridge in FL and I was speeding BADLY, at least 20 over, swerving in and out of all the old people.... passed a cop and was like, oh well. He's like "do you know why I pulled you?" I said "because I was speeding excessively and weaving in and out of the old people?" He went back to his car and only wrote me a moving violation. He could have probably arrested me. But, since I was nice and blantantly honest, he gave me a ticket with a MUCH smaller fine that I could go to traffic class for and get it off my record. Be nice to the police!

I was on a plane during the mask mandate and this guy refused to put on a mask and we had to wait while he was taken off the plane. The guy with out a mask also got on the no fly list because of it.
