the problem with the Rio is first: the city is not rich.second: the government doesn't have the experience to spend and build hundreds of buldings and big stadiums, they just build and build and build just for the olympics and didnt know what to do after that.third and lastly: low income or maybe no income they just spend spend and there is no money coming on them or there not enough money to reuse the stadiums. As a result the government failed a promise and didn't achieve their goal
Lesson learned from olympics: pic a host country that well known to be rich and for brazil check your economic status first before supporting an event like this

I think Tampa would be great for the Olympics, we already have the Channelside district and the Old Water Street project with tons of new apartments they could use for housing for the athletes during the games, Amalie Arena could be demolished to build the stadium, Channelside has tons of shops and restaurants with lots more always being announced. Tampa was originally interested in bidding for the 2012 games and was one of several US cities petitioning the US olympic committee to be the US candidate to bid for those games... as I recall Cincinnatti, Washington DC, Houston, Boston, and a couple of others were vying for it by New York City was selected and their bid was a mess that fell apart towards the end and the only real contenders were London and Paris with Madrid a distant third.

In fact there is now no community pool of it's kind between East London and Luton. But the problem is the Debt that the stadium is facing... imagine 30+ years just to pay the stadium..
