That dance was a celebration from a Bangladesh bowler in that tournament and these were Sri Lankan fans dancing like naagin(Snake dance) because the celebration was against Sri Lankan batter in the previous match.

BanglaDesh are badboys of international cricket , always getting into trouble. And previous to this Game , Bangladeshi Players did some things which The host nation Shri Lanka was really offended , they even broke the glass of the hotel room or pavillion in their celebrations after they won against SL . SL supporters were chearing for India to win the finals , Nagin Dance was done by BD bowler in celebration against SL and which is what the SL supporters were taunting them with After India destroyed them in final.
Nidhas trophy was a tournament among India, Bengladesh & Srilanka.
Bengladesh beat the host Srilanka to reach final. Celebration of that victory done by Bengladesh players with snake dance was offencive to Srilanka. So they decided to support Indian team at the final.
After the final, India team did a victory parade on the ground with a Lankan flag.

Well, the main problem with this nagin dance celebration is that no nation can accept that Bangladesh as a poor and impoverished country has the right to celebrate a moment of success or a victory and other nations believe that Bangladeshis should always stay below them. No countries can accept the fact that these poor guys can do better than them in cricket. We have seen much worse celebrations and sledging in cricket by players of other nationalities but that has never been an issue. Some of these celebrations were directed to specifically insult a player or a nation but it has been forgiven. Nagin dance was never directed to anyone, it was a Bangladeshi spinner's own way of celebrating his wickets which some specific egoistic supporters couldn't digest just because their egos got hurt. These countries and their supporters need to accept - doesn't matter how poor a country is, they have right to celebrate their success in their own ways. Mushfiq did this move after getting the winning runs against Sri Lanka in this tournament to Bangladesh's dressing room just as a symbol of celebration not to demean the opponent in any way. Whether you are a Sri Lankan, Pakistani or Indian or from any other countries - if you can't accept a simple celebration in the ground just because a poor Bangladeshi is doing it, you should realize that there is no difference between you and the racists whose video we see almost everyday in UA-cam who yells at brown and black people - "go back to your country".
PS: Back in 80s, Bangladesh was the poorest nation who used to play cricket in this part of the world, but not anymore.
