The so-called "kosovo" is not a country.
Kosovo and Metohija is a southern Serbian province (UN Resolution 12 44; "kosovo" is not recognized as a country in the UN).
Accordingly, Serbia cannot go to war with its part of the self territory.
The Republic of Serbia can only finish with the Shiptar terrorists, the KLA (OVK/UČK), who currently enjoy the support of NATO (USA, Germany, and the UK).
