I just realized something! That elevator you summon at 19:14? I think it's from LEGO City: Undercover! In the level "High Steal" there's an elevator that looks very similar to this! It also has a panel on top you must fix with Chase's construction worker costume to activate it! The summon also brings out yellow skinned construction workers, so it must be from a LEGO owned property, which LC:U is! That said, it does look a bit different, so I may be wrong, but I say it's a good bet!
Every time I try to start this level on free play it makes an error sound like it's not unlocked. I even have all the correct characters on the pad. I beat all of the levels in story mode. Does anyone have a suggestion as to what's wrong?

What vehicle are you using for the underwater grapple sections?
It's the Mission Impossible IMF Covert Jet. You need the MI level pack to build it. It's the level 3 conversion of the motorcycle.
