Thankfully permits aren't needed in the UK and Europe as the winters are too cold for any of the spcies to survive. If you're in the US, there are quite a few native species that you can purchase from breeders there and keep without any need for permits. But I don't think they allow individuals to hold permits for tropical species there, only exhibits sadly
Most butterfly houses will usually aim for a minimum of one or two butterflies per square metre. So I would say a minimum of 50-100 pupae. But it also depends on your budget and how much of an impact you want to make. Providing there is plenty of flowers and fruit available, then 30-50m2 could easily support a few hundred butterflies for exhibit.
