It's really not that different when a person who's been an adult for 8 years pursues someone who only became a legal adult in the last year. The older person has a fully developed brain and the teenager doesn't. The older person has more life experience, relationship experience, understanding of consequences, etc. It's weird, often predatory, causes power imbalances, and increases the risk of abuse. And the fact that she has a pattern of dating people who just became legal adults is an even bigger red flag that she's a predatory person.
