The only thing that bothers me is the hypocrisy, which will exist under either president. This isn't really news. This happens whenever an executive official (Lloyd Austin for example) testifies in Congress. To answer your question, they're allowed in because anyone can go view a congressional hearing live and there is no rule that says they cannot attend. However, when they break the rule of remaining quiet they are removed. This does not result in criminal charges, so they come back and do it again the next day.

The U.S. was very quick to condemn Russia for bombing just a tiny fraction of the infrastructure in Ukraine compared to the utter obliteration and mass slaughter of children in Gaza the U.S. has bankrolled and approved of. Most Americans now recognize and condemn South Africa's apartheid system, yet Israel is still allowed to preside over their own- while the U.S. bankrolls & provides the technology, bulldozers and weapons to maintain that evil system.
