Fun fact - The reason you need to soak and drain the seeds twice a day is not just to keep the seeds moist, but to also wash away and mold spores which will try to grow on the rice. That's why you can't simply water then without draining.

Its regular tap water
All seeds can germinate and grow upto about one feet with water and good temp. No need for nutrients as they use the nutrients that they already have.

Soak seeds for overnight and kept for germination and cover with cloth, Sprinkle water everyday till seeds get germinate , after germination water twice a day for 30 min like said in the video.
