Actually there's something that may work on an old tablet - Caustic 3. I wholeheartedly recommend it, and it is definitely capable of producing music like this, while being quite approachable. Try downloading it and messing around within a scale, that's kinda how I learnt music production.

No more Nuzzles feels to me like a the secret boss theme of a lone stray cat that was gently taken care of by an equally lonely human/monster-whom you just fucked with. The fight would take place at the end of an ally way, and it would play with the expectations of the player by putting them against that would come off as threatening as Mettaton NEO, where they look like they're about to do some damage but then go down in a single swing. Then everything goes silent, and a cat's meow echos out as it could feel something was wrong. It jumps down from railing to railing, from trash can to floor, and then up to the monster and pushes against them twice with its face, only for them to remain limp. And then you leave, back through the narrow alleyway you came from, only for the player to pause and the camera pans forward to have the same cat sitting there, and then it gets up with its back hunched high with a snarl. It would be an interesting play where they throw at you an enemy that looks dangerous, but is harmless followed by a harmless looking enemy that's incredibly dangerous.
There should be a route in Chapter 1, after Susie leaves the party, you only make ralsei attack the enemies making Ralsei go insane and just straight up fights Kris.
