Your wording is a bit off. You do not 'need' 299 kills to drop a 1% drop, as the number of kills required to acquire any item that is not a 0% or 100% drop rate can range anywhere from 1 to infinity; it all comes down to chance. The drop rate just dictates how likely you are to get it. I agree with your maths, and it is very funny how chance acts like that, but it is very unlikely that you will 'need' 299 kills for a 1% drop chance, as it can range infinitely.
