Azula has blue flames for her firebending. It’s the hottest fire. But she also knows lightening bending. The crackling, charging thing is lightening while the blue flame is her normal fire attack. She’s so good that her fire is hotter than most others.

It's kind of like Hulk being able to protect Bruce Banner in times of stress, but Banner not being able to remember much of what Hulk did or how.
