I literally got chewed out by my English teachers throughout middle and high school because I used "they" as a singular pronoun. Yes this was in America. It wasn't even about the tension from people of different genders, they literally just said I should always use "he/she" when writing if I didn't know the gender. Even in informal writings. Didn't agree then and don't agree now. Maybe for formal writing, yes, but chances are high that I'll know the gender of my audience if it's gonna be a formal address. :/
