What are you using,I always have to fight with a crescent wrench ,

Use a 7/16 Box End Wrench. A crescent wrench is too wide.

Should the pin be able to twist back and forth after it’s locked together?

No, it should have Blue Loctite 242 put on the screws so it does not spin loose.
