If you watch the outtakes of his scenes, you'll see that he never said the exact same thing twice and a lot of times he would say something completely different from one take to the the other and then the showrunner just picked the one that made him laugh the most. This is the most obvious whenever JD interacted with the Janitor: a lot of times the script would just say something like "JD reacts to whatever Neil says" and then both of them were free to say and do pretty much whatever they wanted.

Everyone’s focusing on “I shouldn’t even be mopping in here, this is a rug” but “Apparently he fled to Toronto so now the freaking MOUNTIES are involved” is golden.
This is hands down, lifetime guaranteed, copper bottomed classic Scrubs in just one minute and sixteen seconds. Every element, every significant character, each line of dialogue is primo Scrubs.
The best part is the end of the episode where we find out what he did with that pickle jar x) I think that's where we (the audience + alll the characters in the show) sell the janitor short. He was quick as a whistle and he's really the mastermind of the show!
Neil Flynn (the Janitor) improvised a lot of his dialogue in the show and was often given multiple takes of scenes to try stuff out so this could of been improvised with the wet floor sound added later for effect

Heavy traffic Land Border crossings have CBSA and RCMP regardless of local police. The low traffic is just local police (which is usually the RCMP anyway as they do police for small towns) and CBSA. The only exception would be Ontario and Quebec small towns as they have their own police.

It's rare to see Cox present a united front with JD, but it's probably because JD insulted Kelso, and that melted a little bit of Perry's heart.
When he looked up I always felt that Cox was thinking, "Good one, Newbie!".
If there's one person Perry hates more than himself its Kelso.
