I think the song is celebrating things going back to the way they were before the pandemic, but in different ways. Psy's verse is talking about how relieved he is to see the streets filled with people again, and Suga's verse focuses on the people who criticized that his career was over. When he's smacking Psy, Suga is talking about "gently" doing that to all of his critics. Both of them talk about stopping the negativity so we can all laugh again - We've earned it!
