It's technically an animation from another animation from another animation. For those that don't know Zone didn't create the concept, he made it as an homage to one of his favorite animators, Minus8, who originally created the Ankha meme. It's worth checking out the original but to be fair, Zone's is higher quality.

She would be Gawr Gura of Holomyth, which is a part of Hololive. They basically do live streams on their respective channels. There's other content as well, such as music.
I would suggest catching a stream if you're interested. Fortunately, some older streams are saved to their channels. I say some because certain streams, such as karaoke streams, don't get saved. Mostly for obvious reasons.
More or less it's a real woman who transcended to become a real-time interactive anime girl.
